26. In the “Application of the Standard of Care” section of the panelist report, it is preferable for the expert panelist:

• a. To make equivocal statements as to whether the standard of care was violated if he/she doesn’t have a firm opinion one way or the other.
• b. To state that the standard of care may have been violated in certain circumstances, but not in other circumstances.
• c. To make statements such as, “I initially felt that the standard of care was violated, but after giving it more thought, I now feel that the care was appropriate.”
• d. To state consistently throughout the section that the standard of care was either violated, or it wasn’t.
