28. If the relevant studies are not available in Laserfiche, the expert panelist should:

• a. Review the case without looking at the studies and include a statement to that effect in their report.
• b. Contact the Field Investigator assigned to the case and request that the studies be obtained.
• c. Review the case without the looking at the studies and suggest that subsequent reviewers should obtain the studies as part of their review.
• d. Rely on statements citing the interpretations of various people who reviewed the studies.
