Because expert panelists are rendering an opinion, it is perfectly acceptable to make subjective or biased remarks in the report if the panelist feels that the remarks underscore their opinion.
Panelists should be as factual and objective as possible when writing the report. List the care, the standards, and your conclusion(s).
