  • Expert Panelist #1 will perform the initial review, write a complete report, and render the initial opinion. The initial report is considered preliminary because it will be reviewed by the second Panelist.
  • Expert Panelist #2 will review the case and the initial report written by Panelist #1. If Panelist #2 agrees with Panelist #1, he/she will write a brief report indicating that they agree with Panelist #1. If Panelist #2 has additional supporting opinions or comments, these may also be included in the report.
  • Panelist #1 will then issue the Final Panel Report. The Final Panel Report may include the opinions agreed to by both Panelists.
  • The Panelists may communicate with each other in formulating their opinions and reaching a consensus.
