- If Expert Panelist #2 disagrees with Expert Panelist #1, he/she will write a complete report similar to the report written by Panelist #1 and explain the basis of the disagreement.
- The case and the reports issued by the first two panelists will then be reviewed by Expert Panelist #3. This panelist shall decide between the conclusions reached by the first two panelists.
- The Final Panel Report will be issued by Panelist #3. The third Panelist may either write the Final Panel Report or designate the 1st or 2nd Panelist's report as the Final Panel Report.
- The Final Panel Report may include the opinions agreed to by at least a majority of the Panelists.
- The Panelists may communicate with each other in formulating their opinions and reaching a consensus.
